RULES OF THE 33rd TOURNAMENT EDITION 2024
The EUROP’foot Association organizes a tournament for young players in the official Under 15 category. On the fields of VERTOU and HAUTE-GOULAINE, open to all European teams "U.E.F.A" belonging to the "United Nations of F.I.F.A."
ART.1: Any team participating in the event consists of 11 players and 5 substitutes under 15 years old, licensed in the National Federation of the country to which they belong. No more than 16 players will be tolerated.
a) Submit the "Official Match Sheet" duly filled in upon arrival.
b) Any player licensed to a club other than the one engaged cannot participate in the tournament.
c) Only the 16 players listed on the official match sheet, after verification of licenses, are allowed to play.
d) Only the 16 players and the 3 managers listed on the match sheet may go up on the podium for the trophy presentation.
ART.2: The tournament starts on Saturday afternoon with a preliminary round (league format). After a draw, teams are divided into 6 groups of 4 teams.
The top 6 advance to the "quarter-finals" with the top 2 runners-up. The other runners-up and the top 4 third-placed teams compete for 9th to 16th places. The other third-placed teams and the fourth-placed teams compete for 17th to 24th places.
a) In the Saturday preliminary round, in case of a tie between two or more teams, priority will be given to:
1 - better goal difference
2 - better attack
3 - fewer cards
4 - 3 penalty kicks.
b) Points allocation:
- victoire avec 2 buts d’écart = 5 pts
- win with a 1-goal difference = 4 pts
- draw with goals = 3 pts
- draw without goals = 2 pts
- lost match = 1 pt
- lost match by forfeit = 0 pt with 5 pts and 2 goals to the opponent.
c) For Sunday's finals and classification matches, in case of a tie, there will be a penalty shootout by 3 different players, and if there is still a tie, continue with the other players until one fails compared to the other.
ART.3: The refereeing is done by official F.F.F. referees solicited by Europ'foot and listed nominatively on the tournament declaration authorized by the Atlantic District. 11-a-side rules, size 5 ball for the category.
a) Matches are played in 2 halves of 12 minutes each. No extra time. The cumulative playing time per player shall not exceed the regulatory conditions defined by the Atlantic District for a tournament day; official category time x 1.5 (2 x 40 ' = 80' x 1.5 = <120'). One substitution per half and per team is allowed except for injuries, during a stoppage in play, and with the referee's permission.
b) Two yellow cards = player's exclusion for the rest of the match without replacement. One red card = player's exclusion without replacement and automatic suspension for the next match.
c) Referees present themselves, upon arrival, at the Management Center, they officiate in official attire. The appointment of match referees is at their discretion. The transmission of results and observations is done using a "Match Sheet". The central referee cannot officiate the club to which he belongs and the group in which this club is.
d) Any team absent at the scheduled match time is declared "lost by forfeit" 0 points with 5 pts and 2 goals to the opponent.
e) Every team must have 2 sets of jerseys in different colors.
ART.4: The Association will take the necessary measures to ensure its responsibilities as an organizer: a sound-equipped reception and communication center, interpreters, display of responsibilities, assistance. Field policing and arbitration. Schedule of matches, meals, management of transport shuttles between stadiums. Display of preliminary round results on Saturday and rankings. Place and time of the first match on Sunday morning. Schedule of finals. Meals and drinks at the venues. Time and place of trophy presentation.
a) Everyone, players, coaches, referees, team officials, spectators, undertake to respect the spirit of the tournament.
b) Each player, coach, or official undertakes to respect the refereeing and the tournament regulations.
c) Only members of the rules commission will be authorized to decide on a derogation, dispute, or misunderstanding.
d) The EUROP’foot Association declines all responsibility in case of bodily injury, theft, and damage to property and equipment not belonging to the tournament organization.
ART.5: The tournament will be held according to the current anti-Covid19 protocol, and it will be annexed to these regulations if necessary.
